Richard Benner (born in 1943 and pass on December 2nd, 1990) was an American screenwriter and film director who worked predominantly in Canada. He grew up in Kentucky and became a writer for Canadian Broadcasting Corporation, whose idea for a film about a gay hairdresser with dreams of New York City success was approved and able to secure financing with the help of Toronto producers.

Benner was remembered chiefly for his brilliant low-budget hit first film Outrageous (1977) starring Craig Russell as Robin Turner, an openly gay cabaret performer, and Hollis McLaren as Liza Conners. The film was based on a short story "Making It", by writer Margaret Gibson from her 1976 collection The Butterfly Ward. It became a landmark film in the Canadian Queer cinema and received a widespread theatrical release in North America, making the film one of the first gay-themed films, which it later inspired the sequel Too Outrageous (1987). Outrageous was nominated for Best Achievement in Overall Sound, 1988 Genie Award and for Best Cinematography by Canadian Society of Cinematographers Award in the same year. Richard Benner went on to another Toronto-centered adaptation, Happy Birthday, Gemini (1980).

The film, Outrageous was entered into the 28th Berlin International Film Festival, where Craig Russell won the Silver Bear for Best Actor. In 2000, a stage musical adaptation of the film was produced by the Canadian Stage. From 1998 to 1990, Richard Benner directed several episodes of the Canadian television series 9B, Monsters, Street Legal, and Road to Avonlea. In 1990, the filmmaker died from complications due to AIDS.
